Quinter, who previously served at U.S. Customs and Border Protection, noted that refunds will reach companies of all sizes—from major retailers like Costco, Walmart, and Target to small mom-and-pop businesses. Speaking to the impact on local businesses, he emphasized Florida's significant stake: "Florida's the third largest state in the country. We have tens of thousands of import companies. All of those companies are entitled to refunds."
