"I was Secretary of Economic Development and Commerce and Executive Director of the Tourism Company in Puerto Rico during the first four years of the Rossello Administration. We had an ambitious tourism agenda to accomplish the twin goals of privatizing the government-owned hotels and dramatically increasing private sector investment in new tourism product through tax incentives and government guarantee of debt.

I determined early on that I needed stateside counsel experienced in the complex public/private partnerships we would be doing and respected by the international hospitality development community. I initially engaged Gunster Yoakley to handle only the hotel privatizations. Their performance was so satisfactory and their reputation in the hospitality industry so strong, that I soon expanded their role to include all our new development deals and other sensitive assignments, such as oil spill response and drafting of tourism-related legislation.

The results speak for themselves. The Government is now completely out of the hotel business. Over 5,000 rooms have been added to Puerto Rico's tourism inventory, representing a total project cost in excess of one billion dollars. Puerto Rico now has state of the art timeshare and tourism development district laws.
