Appeals court ruling on Martin development plan will affect future land-use challenges; but how?

A recent ruling by the 1st District Court of Appeal in Tallahassee on a 2008 Martin County lawsuit will either have a “chilling effect” on future challenges to unbridled growth or help stop “frivolous” litigation that ties up courts and would-be developers.
