According to a September 22 article in USA Today, Mitt Romney released tax documents showing he paid $1.9 million in federal income taxes in 2011, representing a 14.1% tax rate.

Even so, Romney claimed less than he actually gave in charitable donations, the article states.

Martin Press, a Gunster attorney certified by the Florida Bar in taxation law, told the publication that there were two ways of looking at Romney’s decision to claim fewer charitable donations than were made.

The Republican view, he said, is that Romney is magnanimously not taking all the charitable deductions entitled to him under law. The Democratic view is that the decision was made to prevent his tax rate from going down too low.

“It’s an interesting comment on our tax system,” he told USA Today.
