Luna E. Phillips is an of counsel member of the firm’s Litigation Department.  Prior to joining the firm in 2007, Ms. Phillips was a senior attorney with the South Florida Water Management District from 1997 through 2007, and a senior attorney with the Florida Department of Environmental Protection from 1995 through 1997.
